NHS Coventry and Warwickshire Partnership – TCFD Phase 2 Compliance Report

The Brief

Coventry and Warwickshire Partnership NHS Trust (CWPT) provides a range of physical, mental health and learning disability services to children and adults across Coventry, Warwickshire and Solihull. In 2025, WRM helped the Trust to develop its new board-approved Green Plan, which sets a commitment to achieve net-zero for its direct emissions by 2040 and its indirect emissions by 2045.

Since then, the Trust has made progress across several sustainability priorities and has entered an ongoing partnership with WRM to access sustainability support. Building on this relationship, the Trust sought WRM’s support to facilitate Board-level discussions on climate change adaptation as part of a Board Development Meeting. In addition, as part of HM Treasury’s 2024–25 Group Accounting Manual requirements, the Trust was required to prepare a written report outlining the status of its compliance with the Phase 2 recommendations of the Taskforce on Climate-related Financial Disclosures (TCFD) framework. The Trust engaged WRM to develop this section of their 2024-25 Annual Report, drawing on WRM’s experience in delivering TCFD compliance reporting for other NHS Trusts.

The Solution

In line with the Trust’s requirements, WRM developed a comprehensive Sustainability Report aligned with the TCFD framework, which:

  • Assessed the Trust’s current level of alignment with Phase 2 TCFD recommendations.
  • Clearly articulated governance arrangements, risk management processes, and climate-related risks and opportunities.
  • Identified gaps and areas for further development to support future compliance and maturity.

To deliver these outcomes, WRM undertook the following activities:

  • Information Gathering and Review: The team worked closely with Trust stakeholders to review existing documentation, including the Green Plan, Climate Change Adaptation Plan, Risk Registers, Risk Management Frameworks and Methodology, previous Annual Sustainability Reports, and outputs from sustainability working groups. This was supplemented by interviews to obtain a comprehensive understanding of governance and climate risk management arrangements.
  • Authoring of Report: Having acquired all relevant information, the team authored the TCFD-aligned Sustainability Report, transparently acknowledging areas where further progress was required. Where relevant, the report signposted existing Trust documentation to avoid duplication and ensure consistency.
  • Identification of Non-Alignment Risks: Following completion of the draft report, our team worked with the Trust’s Chief Finance Officer to identify and explain risks associated with non-alignment to TCFD recommendations. This supported continued engagement and oversight from senior leadership and the Board.

The Outcome

The successful delivery of the Sustainability Report in line with the Taskforce on Climate-related Financial Disclosures (TCFD) framework enabled the Trust to pass its annual audit, clearly identifying, assessing, and articulating its climate-related risks and opportunities. The report provided a robust, transparent evidence base to support informed decision-making, strengthening governance, risk management, and strategic planning in relation to climate change.

By aligning with TCFD requirements, the Trust has enhanced compliance with national NHS expectations and improved its ability to respond to regulatory, financial, and operational climate risks. The report also establishes a strong foundation for ongoing monitoring and future disclosures, supporting integration of climate considerations into financial planning, capital investment, and service delivery.

CWPT have since established two clear climate change risks on its corporate risk register – one on of the risk of not achieving net-zero, and the other on the risk of not sufficiently adapting to climate change. The Trust is now well positioned to continue delivering high-quality mental health and learning disability service, by reinforcing its commitment to transparency resilience and long-term sustainability. The Trust have chosen to stay with WRM who will be completing their TCFD Phase 3 submission in 2026.
