Local authority waste services

Local authorities are currently addressing a series of policy and market reforms which will impact and transform municipal services. This includes responding to the requirements of the Environment Act 2021 and Simpler Recycling, packaging producer responsibility scheme, beverage container deposit return scheme and the inclusion of energy from waste in the emissions trading scheme. In addition to waste reforms, many two-tier areas are preparing for the process of local government reorganisation.

WRM offers local authorities a comprehensive range of consultancy support to address these drivers. This includes options assessments, waste strategy development, business case preparation, and technical and commercial procurement support. Our team have experience of providing these services across the full range of material and service types, with recent projects on residual waste, dry recycling, organics (food and garden waste), and HWRC and transfer station operation. Our team also have a particular specialism in street cleansing.

Our local authority waste support services

  • Waste collection service development and option assessments: recently including support on the specification and design assumptions for new food waste collections, and the inclusion of additional dry recycling materials as required by Simpler Recycling.
  • Dry recycling TEEP assessments: including assessments for the co-mingling of paper and card with DMR, and separately, the co-mingling of food and garden waste.
  • Service benchmarking: evaluating service structure and performance relative to peers, particularly in anticipation of the LAPCAP funding methodology being applied.
  • Local government reorganisation  (LGR) integration reviews: providing practical and strategic advice on how pre-existing variations in service, service provider, fleet, communications, and management can be integrated.
  • Street cleansing reviews and COPLAR audits: providing independent assessments street cleansing quality, identifying improvement opportunities, and developing strategies to address the increasing issue of waste crime.
  • Operations and management assessments: to determine whether an insourced, outsourced, LATCo or partnership delivery model best suits the needs and political aspirations of a Council.
  • Waste strategy development: with an emphasis on integrating all waste reform into a Council’s waste strategy.  We also provide advice on the list of practical interventions that an authority can deploy to deliver and achieve waste strategy outcomes.
  • Feasibility assessments for local authority waste infrastructure: recently including technical and commercial assessments of MRF facilities, local authority waste anaerobic digesters, transfer loading stations, and HWRC sites.
  • Business case preparation: supporting Officers to progress proposals through a Council’s governance structure to secure approvals.

  • Preliminary market engagement  (formerly soft market testing) processes: to provide an evidence base for contract development and to elicit a good level of mark interest in local authority waste contract opportunities.
  • Technical and commercial procurement advice: for waste services and infrastructure development.  Our team have advised on simple and low value open procedures, established frameworks and call-off, and have led some of the largest competitive flexible procurements (with dialogue) in the UK waste sector.
  • Procurement management: In addition to our technical advice, we have provided technical procurement management services (including on a seconded basis) to support Officer teams in managing the requirements of a major procurement process.
  • Contract reviews: including due diligence and  benchmarking contract change requests.
  • Interim management:  Supporting the delivery of our strategic advice.

  • A key aspect of the work was to identify and fully quantify the full range of organic waste collection and treatment options available to GMCA and its nine collection authorities. WRM were able to provide this advice as a result of our expertise in organic waste systems, and as a result of over fifteen years of strategy and cost modelling work.

  • WRMs experience and understanding of the organics sector and high level of service was notable throughout the procurement. The flexibility shown by the WRM team following the change in procurement approach was instrumental to concluding the contract in a timely manner.

  • As organic waste specialists, the WRM team were able to provide a good level of insight into various food waste collection options. This was supported by detailed knowledge of costs and market dynamics which supported the feasibility aspect of the project.

  • WRM worked independently and diligently to produce a full suite of comprehensive method statements for a leading organic waste recycling company that helped support a strong tender bid, including the attainment of the highest technical score on the food waste lot. The bid resulted in the award of the Food and Green Waste Treatment Services for a 5 year contract.

  • WRM provided a prompt and thorough response to tender, resulting in the successful award of a green waste contract for RRS.

  • WRM provided a thorough procurement service to help us identify the best system and provider to meet our needs. We are now progressing the project with confidence as a result of this process.

  • WRM did a sterling job in drafting the large amount of technical tender documentation required in a constrained timescale. Thanks to their support the council received a good response to our market approach.

  • WRM worked diligently to support us in the creation of a strong tender bid which resulted in the award of the Leeds and Bradford Contract.
