Regulation 61 Notices are currently being issued by the Environment Agency (EA) to operators of Biowaste treatment facilities across England. The Notices require operators to assess the running of their facility against the latest Best Available Techniques (BAT) and the response from an operator is required to cover all areas of operation at the facility in question.

This guide have been developed by WRM having responding on behalf of dozens of clients in the biowaste sector including open windrow composting facilities, in-vessel composting facilities and anaerobic digestion installations. The guide explains what the Regulation 61 Notice is, what each operator needs to respond to and what assessments and reports are required to be completed and submitted to the Environment Agency ahead of the implementation date.
