In October 2023, NHS England published its Net Zero Travel and Transport Strategy. Aligned with Greener NHS’s requirements for all trusts and ICSs to achieve net-zero carbon emissions by 2045 and wider objectives on air pollution and health, the strategy set a roadmap to reach a range of milestones, including:

  • Reducing staff travel emissions by 50% by 2033 through increased uptake of active, public and shared transport.
  • Ensuring all owned and leased vehicles are zero-emission by 2035.

A key action needed to support this transition is for all trusts and ICSs to develop Sustainable Travel Plans (STPs). NHS England’s Green Plan guidance has since reinforced this requirement, calling for STPs to be incorporated into Green Plans.

New guidance on how to develop an STP is expected to be published in February 2026. All NHS Trusts and ICSs need to develop Sustainable Travel Plans and ensure alignment with the guidance by the end of 2026.
