The Brief

Woodhorn Group provide green waste recycling services across the south of England and produce high quality compost that meets the PAS 100 specification. A tender opportunity became available for the provision of treatment facilities for the composting of green waste on behalf of Surrey County Council, over a 3 year term.  WRM were appointed by Woodhorn Group to prepare the full tender response including drafting  the full quality response (method statements), and to advise on the commercial (pricing) response.

The Solution

WRM brought to bear our extensive understanding of procurement to lead the tender response for Woodhorn Group. Our appointed scope of work included:

Review of Tender Requirements – Consisting of a thorough and careful review of the ITT, specification, contract, and performance framework.  Consideration was also given to the method statement content required for the green waste recycling services that Woodhorn Group were bidding for.

Solution Development – Including collection of information on the proposed service and treatment sites, agreeing the content of the tender response, and identifying aspects of the Woodhorn Group offer which maximised performance against the scoring criteria.

Pricing Review – WRM provided commercial advice on the pricing of the tender response including an analysis of the competitive position and market dynamics.  Following presentation of this analysis and feedback to the Woodhorn group team, WRM completed the pricing schedule for submission alongside the quality response. This included bidding a variant to the pricing schedule which offered better value for money and greater feedstock security.

Quality Response  – Which comprised completion of the supplier questionnaire (SQ), and method statements (including collation of the supporting documents) covering the following areas:

  • service management
  • service operation/delivery
  • contingency arrangements
  • marketing plan
  • mobilisation and exit plan
  • health and safety management
  • environmental and quality management
  • social value offering

Tender Management

WRM completed the project by managing the final collation and submission on behalf of Woodhorn Group.

The Outcome

Woodhorn were successfully awarded a contract for the receipt and composting of 40,000 tonnes of green waste, on behalf of Surrey County Council. The award of the green waste treatment services provides a boost to the company’s operations, supporting business growth through a guaranteed tonnage of green waste entering its sites for a minimum 3 year term.
