The Brief
Ryedale Organics Limited provide food and green waste recycling services and produce high quality compost that meets the PAS 100 Specification. A tender opportunity became available to procure green waste from kerbside collections and household waste recycling centres, within the municipalities of Bradford and Leeds, on behalf of Leeds City Council for the next 6 years.
WRM were appointed by Ryedale Organics to prepare the full tender submission, including the drafting of the full quality response (method statements), and to advise on the commercial (pricing) response.
The Solution
WRM drew on our extensive understanding of procurement and commercial context to lead the tender response for Ryedale Organics. Our appointed scope of work included:
Review of the Tender Requirements – Consisting of a thorough and careful review of the ITT, Specification, Contract, and Performance Management Framework. Consideration was also given to the method statement content required for the food and green waste treatment services that Ryedale Organics were bidding for.
Solution Development – Including the collection of information on the proposed service delivery and treatment solution, agreeing the content to form the tender response, and identifying and evidencing aspects of the Ryedale Organics offer which maximised performance against the scoring criteria.
Pricing Review – WRM provided commercial advice on the pricing of the tender response, which included an analysis of the competitive position and market dynamics. Following analysis, presentation, and feedback of this to the Ryedale Organics team, WRM completed the pricing schedule for submission alongside the quality response.
Quality Response – Which comprised completion of the Supplier Questionnaire (SQ), and method statements (including collation of the supporting documents) covering the following areas:

- Processing Methods and Market Security

Tender Management
WRM completed the project by submitting clarification questions and managing the final collation of documents and submission on behalf of Ryedale Organics.
The Outcome
Ryedale Organics were successfully awarded a contract for the receipt and composting of 18,000 tonnes of green per annum, on behalf of Leeds City Council and Bradford City Council. The award of the contract provides a boost to the company’s operations, supporting business growth through a guaranteed tonnage of green waste entering Ryedale’s site for a minimum 3 year term.
